Mr. O'Connor has over 30 years of experience in the design of communications systems and communications hardware. He is a US expert in dedicated short-range communications (DSRC) standards and a member of the IEEE, ASTM, and ISO standards writing groups. He is the architect of Toronto's Highway 407 all-electronic toll road and the Cross Israel Highway open road tolling system. He has been awarded 6 patents with 2 more patents pending.

Mr. O'Connor has created numerous analysis programs that he uses to accurately predict DSRC performance. He has received several honors including two Hughes Aircraft Company Outstanding Patent awards. He graduated with a BSEE from San Jose State University and did graduate studies at Iowa State University, University of Cincinnati, and the USC Managerial Policy Institute.
