Mr. Brown has over 30 years of experience in systems engineering and served as technical director on Toronto's Highway 407 during its design, installation, and first year of operation. Under Mr. Brown's direction Highway 407 has demonstrated its technological capabilities as the world's first all electronic toll road.

Mr. Brown led the team that wrote the proposal to win Highway 407 contract and also led the technical team that wrote the winning proposal for the Cross Israel Highway toll road. Mr. Brown created the system requirement documents that are being used in the Highway 407 extension program that will more than double the length of that highly successful toll road. He holds a BSEE, California State University at Long Beach.
